NYAMIRA: Oct 29, 2026
Nyamira County has held its CBA Implementation and Monitoring Committee meeting, bringing together the County Government and Union leadership to review progress on the implementation of the Collective Bargaining Agreement (CBA) and address outstanding matters affecting healthcare workers.
The quarterly review meeting considered key issues including the recruitment of doctors, pending promotions and redesignations, salary arrears, study leave, medical insurance coverage, and Union membership. The discussions recorded progress on several commitments, while a number of outstanding matters remain subject to further action by the County Government.
Recruitment of Doctors to Strengthen Healthcare Services
The County Government is at an advanced stage of recruiting 19 additional healthcare professionals, comprising five Consultants, 10 Medical Officers, two Dentists, and two Pharmacists.
The recruitment is intended to strengthen the county’s healthcare workforce and address staffing needs across the health system. The shortlisting process is expected to be announced soon.
KMPDU welcomes progress towards increasing the number of healthcare professionals while continuing to emphasise the importance of adequate staffing in supporting quality healthcare delivery.
Progress on Promotions and Redesignations
The process of addressing pending promotions and redesignations remains ongoing. Details of successful candidates have been submitted to the County Human Resource Advisory Committee (CHRAC) and are expected to be forwarded to the County Public Service Board (CPSB) in early November 2026 for further action.
The Union will continue to follow up on the process to ensure that eligible healthcare workers receive appropriate consideration and that outstanding career progression matters are addressed in a timely manner.
Addressing Outstanding Salary Arrears
The meeting also reviewed several salary-related matters.
For doctors recruited in 2023, all eight doctors who were owed four months’ salaries have now been fully paid. This represents progress in resolving the outstanding salary obligations affecting the affected doctors.
Regarding 2024 promotion arrears, the two pharmacists with outstanding payments were advised to engage the Chief Officers for Health and Public Service Management and provide the necessary details to facilitate reconciliation and settlement.
The County is also processing KSh 23 million in outstanding 2017 CBA basic salary arrears through a supplementary budget, in line with the Council of Governors (CoG) directive. KMPDU will continue to monitor the process and engage the County Government on timely resolution of the outstanding obligation.
Supporting Professional Development Through Study Leave
Seven study leave cases have been approved for healthcare workers seeking to pursue further studies. Three applicants are expected to receive formal release letters in early November 2026.
Access to study leave is an important component of professional development, enabling healthcare workers to pursue additional training and strengthen their skills and competencies. KMPDU will continue to engage with the County on the timely processing of approved cases.
Medical Insurance Coverage
The meeting also reviewed the status of medical insurance coverage for healthcare workers.
Comprehensive coverage under the Social Health Authority (SHA) remains affected by the non-remittance of contributions for December 2024, January 2025, and July 2025. The County Government assured the Union that the matter would be resolved as soon as possible.
The private medical insurance cover remains operational.
KMPDU will continue to follow up on the outstanding SHA contributions, recognizing the importance of reliable and comprehensive medical cover in safeguarding healthcare workers and their families.
Strong Union Representation in Nyamira
Union membership in Nyamira County currently stands at 99%, reflecting a strong level of solidarity and representation among doctors.
The high membership provides a strong foundation for collective engagement between KMPDU and the County Government on employment matters, CBA implementation, and doctors’ welfare.
Sustaining Collaboration on CBA Implementation
KMPDU appreciates the continued engagement by the County Government of Nyamira on matters affecting members’ welfare and the progress made in implementing the CBA.
The Union particularly recognises the engagement of the County Secretary, the County Executive Committee Member (CECM) for Health, the County Director of Health, and other relevant county officials in advancing healthcare workers’ welfare.

KMPDU looks forward to the timely implementation of outstanding commitments and continued collaboration with the County Government to address remaining issues and strengthen working conditions for healthcare professionals.
In solidarity,
Dr. Orwenyo A.
Secretary
