Basic Salary Adjustments: Implementation Update

The Kenya Medical Practitioners, Pharmacists and Dentists Union (KMPDU) wishes to update members on the status of the basic salary adjustments and the steps taken to safeguard timely and full implementation.

As previously communicated, the Ministry of Public Service convened a consultative meeting on 5 December 2025, bringing together all key stakeholders involved in the salary adjustment process. These included the Ministry of Health, the Council of Governors, the Salaries and Remuneration Commission, and the National Treasury. The meeting was held as scheduled, and its resolutions were formally communicated to the Union on 18 December 2025.

During this engagement, a proposal was introduced to constitute a new multi-agency forum to re-examine the implementation of the adjusted basic salary component. KMPDU unequivocally rejected this proposal. We reminded all parties that a multi-agency team had already been constituted in early 2025 and had worked on this matter for over eight months, culminating in agreed salary notches and clearly defined, implementable arrears. The Union formally communicated this position in writing on 22 December 2025.

Subsequently, both the Ministry of Health and the Council of Governors supported KMPDU’s position, acknowledging that further multi-agency engagements would only introduce unnecessary delays. They jointly recommended that the Department of Public Service Management (DPSM) proceed with implementation of the agreed salary adjustments without further deferment.

As a result, there is now an ongoing engagement between the SRC and DPSM to finalize the implementation framework. KMPDU expects a substantive progress update by mid-February 2026.

The Union remains steadfast and fully committed to ensuring full implementation of the adjusted basic salaries. While the process has been protracted, it will be concluded. Both the Ministries and the Council of Governors have affirmed that funds are available to actualize these adjustments.

Going forward, it will be critical to accurately track and account for all arrears accruing from July 2025 up to the point when the adjusted salaries are fully reflected on members’ pay slips. KMPDU will continue to monitor this process closely and to hold all duty bearers accountable.
