EMBU: December 15, 2025
KMPDU has formally resolved the Embu County doctors’ industrial action following a consultative meeting held on 15 December 2025 between the Union leadership and the Government of Embu County, led by H.E. Governor Cecily Mbarire. The engagement addressed all matters raised in the strike notice issued on 17 November 2025, which culminated in an industrial action beginning on 1 December 2025.
The deliberations resulted in clear, binding resolutions that have been captured in a Return-to-Work Formula (RTWF), which shall be adopted in court. These outcomes mark a decisive step toward restoring industrial harmony and strengthening healthcare delivery in Embu County.
In line with the Return-to-Work Formula signed in August 2024, the County has already promoted fifty-nine (59) doctors. The remaining nineteen (19) consultants, who were excluded from the initial process, will be promoted by 15 January 2026, with the adjustments reflected in their January 2026 payslips.
On employment security, the County has implemented the full conversion of all thirty (30) doctors previously serving on contract terms to permanent and pensionable (PnP) status. Importantly, it was further agreed that all future employment of doctors in Embu County shall be on permanent and pensionable terms, ending the cycle of precarious contracts.
To bolster service delivery and staffing levels, the County has committed to the recruitment of twenty (20) additional doctors on PnP terms. Fourteen (14) will be employed immediately, while the remaining six (6) will be recruited in January 2026. The County also confirmed that all outstanding statutory deductions have been fully remitted, ensuring full compliance with legal and financial obligations.
KMPDU celebrates these significant wins, particularly the County’s firm commitment to employ all doctors on permanent and pensionable terms forthwith. We further appreciate the spirit of dialogue and good-faith engagement demonstrated by the Embu County Government throughout this process.
This agreement is a powerful reminder that unity delivers results. As doctors resume duty, we do so with dignity restored, rights protected, and a shared commitment to quality healthcare for the people of Embu County.
