Today, KMPDU had the honour of hosting a high-level delegation from the Government of Garissa County, led by H.E. Governor Nathif J. Adam, EGH, at our Blue Violet Plaza offices. The meeting marked a significant step toward resolving long-standing issues affecting doctors in Garissa and reaffirmed the shared commitment to improving healthcare delivery for the people of Garissa County.
In an atmosphere of openness and constructive engagement, both teams reviewed historical challenges, assessed current gaps, and co-developed a progressive, time-bound work plan that places doctors’ welfare and service delivery at the centre of health system reforms in the county.
Key Commitments Reached
1. Redesignation of Stagnated Doctors
Twenty doctors currently stuck in Job Group M without redesignation will now receive their Job Group Q appointment letters by December 17th, 2025. This long-awaited career progression milestone restores fairness, boosts morale, and ensures alignment with national public service standards.
2. Postgraduate Training Support
Garissa County affirmed its full support for specialist training. All doctors who applied for study leave have been released. Currently:
19 doctors are in postgraduate studies
6 doctors are undertaking fellowship programmes
This investment in specialised training is vital for strengthening service quality and future leadership in the county’s health sector.
3. Conversion of Contract Doctors to Permanent and Pensionable Terms
The county currently has 19 doctors serving under two-year contracts. It was agreed that once these contracts lapse next year, all will be confirmed to Permanent and Pensionable (PnP) terms. This major shift enhances job security and aligns with fair labour practices.
4. Recruitment of Additional Doctors
Garissa County is making commendable progress toward hiring eight (8) more doctors within the current financial year—an essential step toward addressing staffing gaps and improving patient care.
5. Timely Remittance of Union Dues
The County Finance Department will coordinate directly with the KMPDU Accounts Office to ensure timely and accurate remittance of all deducted union dues, preventing interruptions and ensuring compliance with labour laws.
6. Scheduled County Visit
KMPDU officials will conduct an official visit to Garissa County within this month to assess progress, strengthen relationships, and follow up on emerging issues on the ground.

We commend Garissa County for its proactive approach and willingness to build a stable, motivated, and well-supported health workforce.
